47 chessplayers have taken part in open-tournament "B". The first second places have divided Grigory Sharankov and Victor Kotov, typed on 7 points. The third Vadim Moiseenko on additional parameters - 6,5. The same points took too: Sergey Fedoseev, Alexander Malofeev and Olga Ivkina. In it has not turned out to year "Grandmaster's rapid" slow motion... however, about all "become painful" I have suggested to share to director of festival to Paul Igorevich Drugov. In March of this year there was a trouble. Elections on our district in Legislative assembly did not take place. Right after it, Andrey Anatolevich Nikitin repeatedly helped us in financial support of our festival, has lost an opportunity to make the amendment to the budget. Thus, we have approached to carrying out of year's festival practically without turnaround means. Nevertheless, to stop to spend our August festival we did not become. Otherwise it would be possible " to give it up as a bad job ". It was impossible to admit, that chess players have solved, that organizers have settled the opportunities and it is not so interesting to them, that there will be other project, and this can be written off. And I so do not consider : we have undertaken efforts to receive all financing. Something to us managed to be made. From different sources we all have received money resources on the organization and carrying out of festival. In particular, we ШК "Petrovskaya Ladya" has won the grant of St.-Petersburg for public organizations which spent committee on the youth policy of the government of city. It is not enough, 50 000 rubles, but all it was good help. In the mayoralty of Peterhof it was possible to get acquainted with people who have expressed desire to become general sponsors of festival. It is group of the companies "Consultum". They are young men, serious very much. I would name them "yappy". Director of the company and him assistant every day begin with a cup of coffee and a game chess. This tells very much about much, I am grateful very much to these children for greater help and support of our festival. Our St.Petersburg chess federation in spite of the fact that has not the best times has partially carried out of the obligations. With "to the world on a thread ", there was a small budget which has allowed to lead all the planned tournaments, except for a knockout-system. But all is equal, that tournament had no классикафиционного value and had entertaining character more. This competition usually passed in the Big Palace and served popularization of chess. Certainly, it is a pity that we have not seen in it to year of such famous chess players, as Alexander Khalifman and Evgenie Alekseev. In doubt we had also a circular tournament with norm of the grand master. Last grand master has agreed to participation only for two weeks prior to the beginning of competition. But in Petersburg there are many chess players with a rating for 2400. And I have considered as the duty to lead such tournament. As for all history of such competitions in our city, still anybody from men did not manage to execute in them гроссмейстерскую norm. Tournaments with norm of the international master doing not call in question, whether they will be lead. Only one or two, and in the second participate those children who played the beginning of August in command superiority of Russia among юниоров in Rybinsk. Certainly, their unsuccessful game has upset me. At the first rating, they have taken only the fourth place. And so therefore, I shall repeat, at us was two masterful tournaments. And in "А1" three participants have executed the specification of a point of the international master at once. All of them representatives of Northwest district Ivan Rozum, Evgenie Levin and Oleg Gavrilov. These chess players have perfectly lead tournament. Levin has won similar tournament, so also its present tournament not accident in the winter. The present opening was a victory over 15-years I.Rozum's tournament from Vologda with a rating 2354. At Вани even there is no trainer, but it plays very strongly. Unsuccessful game A.Eliseev's rating-favorite which is very actable recently, has not left me indifferent. However, that over tournament was taken priority by young chess players, has given pleasure to me. At us entertaining actions are planned. In particular, a chess karaoke (running forward, I shall tell, that it took place, as well as it was planned, on August, 19th, before last round - a comments by S.B), however, because of insufficient financing, not all will manage to be realized. We have refused carrying out of tournaments on, to a so-called, alcoholic chess. All in our center should be more positive and a big chess work. The geography of festival is very extensive. As always, there have arrived our friends from Moldova. International masters A.Khrushchyov, A.Bets and S.Petrenko, last year champion of Moldova among men. This year of Ukraine's chess federation are representing Grandmaster S.Vysochin, International masters V.Zhidkov and V.Kaliberda. Guests from Bulgaria have arrived to us for the first time. In particular, V.Lilov, playing masterful tournament, has proved to be the uncompromising fighter. We spent hot discussions with it and its trainer B.Khristov concerning recent chess history (it was a question of a unifying match in Elista between V.Kramnikom and V.Topalovym - comments by S.B.) as, both of them perfectly speak Russian. In Bulgaria there was book Danailov "The toilet scandal" which was print by million (!) copies. In according to the Bulgarian point of view is described. But I rigidly to argue on these themes it would be inhospitable. As a whole, I have remained is very happy. We have actually pulled out this tournament under the finance. There have arrived also participants from the different countries without which were it is impossible to lead tournaments with the international norms. It not looking at not constructive anti-advertising from the certain persons, tried to break development of our festival. This attempt has failed. To me it is very pleasant, that on our main tournament with norm of the grand master has arrived to judge the international arbitrator, the doctor of physical and mathematical sciences, the author of system of factors in the USSR Eduard Lvovich Dubov, the well-known arbiter and the trainer. Grandmaster Sergey Zagrebelnyj has arrived to us, Chessplayers is known and understand, where tournaments are spent at a high level and where there is no : Recently I were at festival "Czech Open" in Pardubice, and has seen, that there in a tournament hall there are no conditioners. Hot and it is inconvenient to play "Big chess". Before our festival, in Znamenka I have found specially a hall for tournaments with IGM and IM norms a hall where will works the conditioner. For their greater halls is not present for me. I consider, that in connection with "global warming", it is a greater problem for chess. Organizers should think about maximal comfort for chessplayers, and to consider all "trifles". Insignificant problem can even spoil performance to the chessplayer and a general impression about a tournament.

- What plans for the future?

- For today we have made the offer in St.Petersburg's chess federation and Russian chess federation to give to one of four festivals which at us pass in a year, the status of a stage of the Cup of Russia. And at the initial stage this idea has already got support of very influential people which I now to name did not want. If all will turn out, in January we shall try to lead Swiss tournament with participation of Masters and Grandmasters with prize-winning fund, as well as it is necessary by position. But "RCF" will give not less than 250000 Russian rubles from this sum. Well I hope, and for this purpose there are bases, that intellectual business of Petersburg "will turn to face" to the wisest and intelligent game of chess.

I have asked of Eduard Lvovich Dubov to share impressions about festival from within, from "the arbiter's bridge", and you can see that he told me:

"Conditions for playing and live for chessplayers are close to ideal. Organizers have worked very good; far from city noise, on coast of Gulf of Finland. Complaints have not been not from participants. In conformity with the rules, we lead three double rounds. By "FIDE Rules" it is possible to play for 12 hours per day. Certainly, between parties there should be breaks. At us it turns out, that chessplayers have an opportunity to take rest 2-2,5 hours. If to consider, that a place of game and residing - the same manor, it is quite comprehensible. In tournaments high level of results (more than 40 %), any disputed situation have not been fixed. Chessplayers who are taking part tournaments with IM norm and IGM norm have proved to be from the best side, and have not given "superfluous" work not only to appeal committee led by International arbiter V.Stjazhkin, but also a arbiter's board".
